There could be various reasons to collect people's personal information. For example, you may collect it to be able to identify them (assuming you need to), to provide goods or services to them or to communicate with them in relation to their use of, for example, a website or your services.

If you will be matching or linking the personal information you collect with other data relating to the same individuals (whether from within your own agency or from another agency), this should be described, as it's part of how you'll be using the information. You should also explain what the matching or linking could mean for people who will be providing personal information, e.g., the consequences it could have for them.
